Man accused of inappropriately touching himself near school bus stop in Washington County

North Strabane police arrested Scott Haffner, 55, on Tuesday, after two women said he was touching himself inappropriately inside his home, visible from a sliding glass door near a school bus stop.

Police say they’ve received more than 50 calls from neighbors about Haffner’s behavior, which they say has escalated recently. This is his second arrest on similar charges.

In a previous incident in July, he allegedly engaged in the same behavior. At that time, he agreed to seek mental health counseling, but later changed his mind. Police say he is now headed to trial.

Some neighbors describe feeling unsafe.

“He comes out to instigate people. I do not feel our kids are safe,” one local mother said. “Our bus stop is literally 10 feet from his backyard. He has signs that say ‘no peeping.’ I personally feel he is a threat to this community and these kids are not safe.”

Others say Haffner has been unfairly targeted because of his appearance and how he dresses.

“Just because he’s different, they started this website in Glenn Cannon,” neighbor Benjamin long said. “It’s all women — don’t even know him from a can of paint. He does do a lot of weird things, but he stays on his property. He does have issues, but as far as him messing with kids, I’ve never seen that.”

“He’s gonna catch the wrong person sometime. I hope he gets the help he needs,” neighbor Matthew Spicer said.

Police stress the charges are related to alleged lewd behavior, not Haffner’s attire or cross-dressing. Some calls were reportedly about him being partially clothed in his yard, which is not illegal.

Neighbors say there needs to be an intervention to address Haffner’s behavior before the situation escalates further.
