Police say there may be more victims after former teacher charged with sexual assault of 2 students

Allegheny County police said they learned there could be more victims after the arrest of a former Highlands School District teacher.

Neighbors said they are in disbelief after learning what police say happened involving 53-year-old Sean Dicer.

“Everybody thought he was a nice guy, but kids must have known something more and just did not really talk about it except that he was strange or he was weird,” parent Ron Strader said.

Court documents obtained by Channel 11 outline graphic accounts from two former students who were 11 and 12 at the time.

Both accuse Dicer of sexually assaulting them inside his home in Brackenridge.

On November 7, 2025, Allegheny County Police said the department received a ChildLine Report from Tarentum Police regarding a 16-year-old male alleging that he was sexually assaulted when he was 11 or 12 years old by Dicer.

According to investigators, one victim said that during the summer of 2021, Dicer bought the boys gifts and paid them up to 20 dollars after they performed sexual acts on one another while he watched.

The complaint also alleges Dicer performed sexual acts with one of the victims at least ten times.

Police said he paid one boy more than $6,000 since 2022 to keep quiet.

The paperwork also states the other victim’s father was at Dicer’s house when he discovered one of the devices allegedly used to perform the sexual acts inside Dicer’s home and stopped his son from going back.

“It is terrible. You never want to think that this kind of thing can go on in your neighborhood,” another neighbor said.

One person who lives near Dicer’s home described him as a nice guy.

Strader said his three children remember seeing Dicer take photos at football games and spend time inside the middle school.

He said he is thinking of the victims.

“Hopefully they all finally come forward because I know it is a scary thing for a kid to bring up something like that,” he said.

Highlands School District sent channel 11 the following statement regarding Sean Dicer:

“Mr. Dicer was a teacher at the district until 2022, when he resigned from his position. While we are unable to comment on specific personnel issues, Highlands School District follows all required procedures if there is an allegation of an inappropriate relationship between a teacher and a student, including: filing Child-line reports with CYS, cooperating in all investigations, enforcing appropriate discipline according to our policies, and reporting any claims to the Pennsylvania Department of Education.”

He faces several charges, including involuntary deviate sexual intercourse, corruption of minors and sexual extortion.

He is set to be in court in two weeks.
